During a recent Senate Transportation Committee meeting, lawmakers discussed House Bill 1106, which aims to allocate $2 million to the North Dakota Department of Transportation for non-fixed route transit program grants. This funding is intended to enhance transportation options for individuals in rural areas, particularly those with disabilities who struggle to access essential services like medical appointments and grocery shopping.
Representative Dave Munson, who sponsored the bill, emphasized the importance of improving bus services for those facing transportation challenges, especially in rural communities. He noted that while previous funding efforts had focused on urban areas, this bill seeks to address the pressing needs of rural residents who often lack reliable transportation options.
The committee heard testimony from various stakeholders, including Pat Hanson from South Central Transit, who highlighted the significant impact of previous funding increases on ridership. Last year, her organization provided over 112,000 rides, demonstrating the critical role of transit services in connecting individuals to necessary resources. Hanson pointed out that many of their riders are elderly or disabled, underscoring the need for accessible transportation solutions.
Michael Olsen, an attorney with North Dakota Protection Advocacy, also spoke in favor of the bill, stressing the necessity of paratransit services for disabled individuals. He explained that for many, especially those living in rural areas, paratransit is often the only viable transportation option available. Olsen urged lawmakers to ensure adequate funding for these services to improve accessibility and reliability.
The committee's discussions highlighted the growing demand for transportation services in both urban and rural settings, with a particular focus on the challenges faced by vulnerable populations. As the bill moves forward, it represents a significant step toward enhancing mobility and independence for North Dakota residents who rely on public transit.
