Doheny Village project receives Coastal Commission modifications for affordable housing plan

The Dana Point City Council convened on March 18, 2025, to discuss significant modifications to a proposed housing project in Doheny Village, which aims to address the community's pressing need for affordable housing. The council reviewed suggestions from the California Coastal Commission regarding a general plan amendment and specific plan for the development of a 306-unit apartment complex, which includes 46 affordable units.

City staff member John Ciampa presented the modifications, highlighting that the project had previously received initial approval in mid-2024. The Coastal Commission's recent recommendations included the incorporation of dark skies policies and enhanced monitoring during construction activities. Both the city and the developer, Toll Brothers Apartment Living, expressed support for these modifications.

The council is expected to approve these suggested changes, which will then be submitted for final certification by the Coastal Commission. This step is crucial for moving forward with the project, which aims to revitalize the old bus yard site and provide much-needed housing options for residents.

During the meeting, concerns were raised regarding the California Environmental Quality Act (CEQA) and its applicability to the project. However, it was clarified that the proposed modifications align with CEQA guidelines, allowing the city to proceed without additional environmental review.

As the public hearing opened, community members were invited to share their thoughts on the project, reflecting the ongoing dialogue between the city council and residents about development and housing needs in Dana Point.
