Local governments in Washington will soon have the opportunity to create their own scholarship programs for students pursuing higher education, following the approval of a new bill aimed at expanding access to educational funding. The Senate Higher Education & Workforce Development Committee discussed the second substitute House Bill 1587 on March 17, 2025, which encourages local government partnerships with the Washington State Opportunity Scholarship (WSOS) program.

Sponsored by Representative Steve Bergquist, the bill passed the House with a vote of 58 to 38. It allows local governments to establish their own "promise scholarship" programs under the WSOS framework, which matches private contributions to fund scholarships for eligible students. The state will match local contributions up to $250,000 per year, with an overall cap of $50 million annually for the WSOS program.

To qualify for these scholarships, students must have graduated from a high school or obtained a high school equivalency certificate in Washington. They must also enroll in a public two-year institution or a professional technical program. The scholarship will cover tuition and student fees, with the amount determined based on the student's financial need after other grants are applied.
