The bill outlines three key decisions for the governor: determining which agencies can implement automatic voter registration, deciding on agencies that can update existing voter registrations, and extending these options to local and federal agencies involved in naturalization processes. Notably, the bill also mandates the Secretary of State's office to implement automatic voter registration for applicants of the Washington Health Pathfinder, an online marketplace for health insurance.
Under the proposed changes, the Health Benefit Exchange will be able to share applicant information with the Secretary of State's office, provided that applicants are informed and do not opt out. This marks a shift from the current law, which requires explicit consent from applicants to share their information for voter registration purposes.
Additionally, Senate Bill 5077 allows for the use of application programming interfaces, enabling individuals to submit voter registration applications through various government and educational websites, pending approval from the Secretary of State's office.
