Board approves new cell phone policy for district schools

The Rosemount-Apple Valley-Eagan School Board has officially adopted a new cell phone policy aimed at enhancing focus and minimizing distractions during the school day. The policy, approved unanimously during the March 10, 2025, meeting, aligns with existing protocols across district schools and addresses the growing concerns regarding student cell phone usage.

Under the new guidelines, students are required to keep their cell phones off and away during instructional hours, with specific allowances for high school students to use their phones during lunch and passing periods, provided they do so responsibly. The policy also prohibits cell phone use in bathrooms and locker rooms, as well as any use that could lead to violations of district policies, such as bullying or harassment.

The board emphasized the importance of maintaining a distraction-free learning environment, noting that the policy includes provisions for consequences related to violations, including confiscation and loss of privileges. However, exceptions can be made for students needing accommodations due to disabilities or when a teacher authorizes phone use for educational purposes.

During the meeting, a student from Eagan High School raised a question about the prohibition of cell phone use during "pause time," suggesting that it could be beneficial for study purposes. The board acknowledged this feedback and indicated that future adjustments to the policy could be considered as they gather more input from students and staff.

This policy marks the district's first official stance on cell phone use, following a legislative requirement for all Minnesota school districts to adopt such guidelines. The board remains open to revisiting the policy in light of any new state laws or community feedback, ensuring that it continues to meet the needs of students and educators alike.
