Orland Park approves $80M Downtown development with $33M TIF funding

The Village of Orland Park is set to embark on a transformative $80.5 million development project aimed at revitalizing Downtown Orland Park, with significant funding sourced from a Tax Increment Financing (TIF) increment fund. During the recent Breakfast with the Mayor meeting on February 22, 2025, officials outlined the project's financial structure, which allocates approximately $33 million from the TIF fund, including $10 million earmarked for utility relocation and the construction of Heroes Park.

To ensure the long-term maintenance of the area, the village plans to establish a special service area (SSA), which will create a localized property tax levy to fund expanded services and programs. This SSA will help maintain the new developments without burdening village residents with additional costs.

The project, which has been in the works since its initial concept approval in 2022, is designed to enhance community engagement by providing public spaces and amenities. Mayor Keith Pekau emphasized the importance of community input, stating that public hearings will be held to address residents' questions and concerns before the TIF district is officially created.

The development will focus on creating a vibrant environment with restaurants and small shops, while avoiding the addition of residential units to prevent strain on local schools. The plan includes a phased construction approach, with completion expected by 2026. Exciting announcements regarding leases and construction are anticipated in the coming weeks.

In addition to the Downtown project, discussions also touched on future TIFs, including one at the intersection of John Humphrey and 140 Third, which is part of an $11 million infrastructure improvement project. This TIF aims to fund necessary road repairs and enhancements, ensuring that the village's infrastructure keeps pace with development needs.
