Lake Forest Planning Commission revokes Oasis Relax Massage use permit after illegal activities

During the meeting on March 6, 2025, city staff presented evidence of illegal activities linked to the establishment, including a recent undercover investigation by the Orange County Sheriff's Department that revealed prostitution-related conduct.

Originally approved in 2010, the use permit for Oasis Relax Massage included strict conditions aimed at ensuring compliance with local codes. However, following a December 2022 investigation, the city issued a notice of disqualifying conduct, which led to the denial of the establishment's license renewal in December 2023. The owner’s request for reconsideration was denied in January 2024, as no new information was presented to overturn the decision.

In a further development, a new business, Ocean Pearl Spa, began operating in the same location in 2024, claiming to offer only body scrubs. However, a subsequent investigation found that these services constituted unlicensed massage, leading to additional violations.

City staff recommended the revocation of the use permit based on multiple violations, including documented illegal activities and the detrimental impact on the surrounding community, which includes family-friendly businesses.
