Neighborhood Congregational Church proposes 44 housing units and event venue in Laguna Beach

The proposed project has raised alarms among community members, who fear the impact of increased traffic and congestion on local evacuation routes, particularly Bailey and Park Avenue. With construction slated to begin in February 2026, coinciding with other major projects in the area, residents are worried about the potential strain on infrastructure and safety. They recalled past disasters, such as the Laguna fire of 1993 and more recent fires in Lahaina and Pacific Palisades, emphasizing the need for thorough traffic studies and safety assessments before moving forward.

Richard Plavatich, a long-time resident, highlighted the evolution of the church's development plans. Initially approved in 2022, the project has expanded from 31 affordable housing units to 44, alongside a three-story spiritual center designed to accommodate large gatherings.
