Blackwell revealed that over 10% of children in Marshall County are in foster care, a figure that has risen from previous reports. "How are we supposed to build a thriving community with a strong workforce if more than 10% of our kids are in foster care?" she questioned, emphasizing the urgent need for action.

In response to these challenges, the library is set to receive a $45,000 grant to transform the Hardin branch into a "family destination library." This innovative concept aims to create a welcoming space for families, featuring colorful decor, imaginative play areas, and resources to support kindergarten readiness. Blackwell expressed excitement about the project, stating, "By the time we get done, Hardin branch will be a learning environment unlike anything you have ever seen before."

Additionally, Blackwell discussed the need for better housing resources in the community, acknowledging ongoing concerns about the lack of available rentals. She mentioned a collaborative project with the University of Kentucky to map local resources, including housing options, which could help address this pressing issue.
