Reba Hartenstein, a sixth-generation resident of Union County, emphasized the importance of the fairgrounds during her testimony. She highlighted that the site is designated as a resiliency hub, playing a crucial role during emergencies such as wildfires and winter storms. The fairgrounds are intended to function as a supply distribution center, evacuation site, and emergency shelter for local residents. Hartenstein noted that the current septic system is unsustainable and that the only solution is to connect to the city of La Grande's water and sewer system, which requires significant infrastructure work.
The estimated cost for this project has escalated from $700,000 to $4.35 million due to rising construction costs. While partial funding has been secured, there remains a need for an additional $2.5 million to complete the project. Hartenstein urged the committee to support House Bill 2527, which would provide the necessary funding to modernize the fairgrounds' facilities, ensuring they can continue to serve the community effectively.
Union County Commissioner Jake Seivert also spoke in favor of the bill, describing the fairgrounds as a landmark of the county and a reflection of community strength and preparedness. He noted the historical significance of the fairgrounds, which have been a part of the community since 1872, and their role in hosting various events throughout the year.
