In a recent meeting of the Metropolitan Development Commission (MDC) in Indianapolis, significant strides were made towards the redevelopment of the Old City Hall and the adjacent surface parking lot. Megan Vukasic, the director of the Department of Metropolitan Development, presented updates on this ambitious project, which is part of Mayor Joe Hogsett's downtown resiliency strategy aimed at revitalizing the area.

The project, awarded to TWG Development, envisions a mixed-use development that includes residential units, a hotel, office spaces, and a public art museum. The proposal features 23 condominiums, 86 apartments—5% of which will be designated as affordable housing at 30% of the area median income—and 56 hotel rooms, all designed to enhance street-level engagement and commercial activity.

Chase Smith, vice president of market rate development at TWG, outlined the project's timeline, indicating a planned groundbreaking in July 2025, with an estimated completion time of three years. The development will connect the new tower to the historic Old City Hall via an enclosed walkway, ensuring a seamless integration of the old and new structures.

The financial framework for the project includes a previously approved tax increment financing (TIF) bond, which has been instrumental in moving the project forward. However, Smith highlighted the challenges posed by rising costs and interest rates, necessitating a $50 million loan from the city to close the financial gap and ensure the project's feasibility.

The commission unanimously approved the resolution to support the project, with a vote of 7-0, despite one member recusing themselves from the decision. This redevelopment initiative not only aims to breathe new life into a historic building but also seeks to contribute to the vibrancy and livability of downtown Indianapolis, aligning with broader goals of urban revitalization and economic development.

As the project progresses, it is expected to play a crucial role in enhancing the cultural and economic landscape of the city, providing both residential and commercial opportunities while preserving the historical significance of the Old City Hall.
