The Metropolitan Development Commission of Indianapolis convened on March 5, 2025, to discuss significant developments in the city, focusing on economic revitalization efforts. The primary agenda item was the proposed economic revitalization area resolution for Monon 21 LLC and Onex Plus East LLC, located at 2060 Yandis Street in Council District 13, Center Township.
Kathy Battle from the economic incentives team presented the proposal, highlighting an investment of over $17.4 million in the Monon Trail project. This initiative aims to develop 53 residential townhomes and four single-family homes adjacent to the Monon Trail. Notably, the project includes a commitment to allocate 13% of the townhomes—specifically seven units—as affordable housing, adhering to rent restrictions of 60% of the area median income. This commitment will comply with the regulations set forth by the Indiana Housing and Community Development Authority for a duration of ten years.
In addition to residential development, the project plans to invest $1.5 million in public infrastructure improvements to connect Alvord Street to Yandis Street. Construction is slated to begin in the second quarter of 2025 and is expected to conclude by the fourth quarter of 2027.
The staff recommended approval of the resolution for a ten-year real property tax abatement, which was met with no objections during the meeting. The resolution, identified as 2025-A-011, was presented at the previous meeting and stood for approval without further discussion.
The meeting concluded with a clear path forward for the Monon Trail project, marking a significant step in the city’s efforts to enhance economic development and affordable housing options in the area.
