Robinson said the primary objective of pavement management is to “make sure that our roads that are in good condition stay in good condition,” and argued preventive maintenance is cheaper than repairing roads after they reach a steep deterioration point. She described the firm’s automated data-collection vendor, ICC, which collects segment-level distress with lasers, cameras and other sensors while driving at regular speeds, then hands raw data to Kimley Horn for PCI scoring under ASTM standards.

On costs and scenarios, the presentation showed three scenarios: an unconstrained scenario (money-is-no-object), a maintain-condition scenario and a scenario based on the city’s current $900,000 annual pavement budget. Under the existing-budget scenario, Kimley Horn’s model projects the citywide PCI would decline from 71.5 in 2025 to about 67.58 by 2029 and the estimated backlog of needed work would rise from approximately $35,000,000 in 2025 to about $42,000,000 in 2029. Kimley Horn estimated that maintaining the current 71.5 PCI would require roughly $2,500,000 per year; the firm also showed an unconstrained 2025 need of about $35,000,000.

Robinson said the firm developed a multi-year work plan and that, working with Public Works staff, it identified Old Nashville Highway and Sand Hill Road as the priority treatment candidates for the coming fiscal year. Kimley Horn estimated the combined cost to reconstruct those segments—using a mix of three-inch mill-and-overlay and full-depth reconstruction where subbase failures exist—at about $1,400,000.

City staff and board members raised mapping questions after the presentation, noting some roads appeared as missing or grayed out in the DRIVE maps. Robinson and staff said the city will supply updated GIS shapefiles to Kimley Horn and that the map cleanup is the city’s responsibility; the DRIVE system is a living tool that can be updated annually. Staff also confirmed re-surveys of the network are typically recommended every three to five years.
