The Wallsburg Town Planning Commission convened on January 2, 2025, at 7:03 PM for a public hearing focused on revisions to the subdivision section of the Wallsburg Town Development Code. Present at the meeting were commission members Tammy Graham, Carrie Meekum, Trevor Pullen, Lucille O'Driscoll, and Alicia.
The primary agenda item was to gather public comments and address questions regarding the proposed changes, which were necessary to align with recent updates to Utah State Code. Daniel Jensen from Sunrise Engineering, the consultant responsible for the revisions, explained that significant changes were enacted by the Utah legislature through State Bill 174 and House Bill 476 in 2023 and 2024. These changes have altered the mandated subdivision process, prompting the state to offer a grant through the Department of Workforce Services to assist communities in compliance, which concluded on December 31, 2024.
The updates introduced a new subdivision improvement plan that requires all engineered drawings to be submitted at the preliminary plat stage. The revised process also outlines a mandated review procedure, specifies who can review preliminary and final plats, and establishes an appeals process. Additionally, the commission reviewed and updated the simple lot subdivision record of survey process and bonding procedures to ensure consistency with state code.
Following the presentation, the commission opened the floor for public comments regarding the proposed changes. After hearing no objections, a motion was made to recommend the adoption of the subdivision code changes to the Wallsburg Town Council. The motion received unanimous support from the commission members.
The meeting concluded shortly after, with a motion to adjourn passed at 7:07 PM. The recommended changes will now be forwarded to the Town Council for further consideration.
