The New Rochelle Planning Board convened on February 25, 2025, to discuss several key agenda items, with a primary focus on a significant application from Toll Brothers Inc. for a new mixed-use development.
The meeting began with introductions from city staff, including Deputy Corporation Counsel Jeff Grama and Director of Planning and Sustainability Kevin Kane. Following the procedural opening, the board moved directly to item 2.5 on the agenda, which involved application PB 35-2024 by Toll Brothers Inc. Subscribe for Free Tony Joffrey, representing Toll Brothers, provided an overview of the project, noting that it includes 369 multifamily residential units along with retail space at ground level. He highlighted that this proposal is a modification of a previously approved 24-story building from 2019, which has since been redesigned to better align with the city’s objectives, particularly in relation to the nearby transit center.
Joffrey emphasized the project's potential to activate the currently vacant site and enhance pedestrian traffic by integrating retail space along Station Plaza South and Shearwood. This design aims to create a more dynamic environment that supports the downtown community and meets the growing demand for quality housing in New Rochelle.
Following Joffrey's introduction, Paul Albano from SLCE Architects presented detailed plans for the project, addressing feedback received during the previous month’s informal presentation. The board members engaged in discussions regarding the design modifications and the overall impact of the development on the area.
The meeting concluded with a commitment from the planning board to further evaluate the application and its implications for the community. The next steps will involve continued discussions and potential follow-up actions as the board considers the approval of this significant development project.
