The 16.06-acre site lies on the south side of West Amity Road between South Meridian Road and South Linder Road and is zoned R4 and R8. The preliminary plat, approved in 2023, included a condition requiring a local public street between lots in block 1 to provide internal access rather than direct access to the collector street. The proposed final plat would create two building lots on the 16.06 acres, including Lot 1, Block 1, which is identified for a church site.

Staff explained that the Ada County Highway District (ACHD) later determined it would not allow a local street in the location previously required. City staff therefore brought a change request to council that would allow a private driveway access from South Oak Briar Way to Lot 1, Block 1, with a temporary ingress/egress easement benefitting Lot 2, Block 1. The condition as written would require that easement to terminate when an alternate public-street access is available after future redevelopment.

The property owner and the owner of the existing residence on Lot 2, Block 1, said the driveway shown on Lot 1 better serves the current home and that constructing a temporary driveway now and then redoing it later would be inefficient and costly. The owner, Kent Mills, said the grade difference between his lot and adjacent land is about 6.5 feet and that the slope is approximately an 8% grade.

Staff cautioned against approving a permanent easement for Lot 1 because if the lot later redevelops and the house is removed, the city could be left with a permanent access arrangement that conflicts with a future planned local street. Council members asked for ACHD’s input about the district’s new position and about long-term connectivity and safety implications.

Because ACHD representatives were not available to answer council’s technical questions, a council member moved and the council voted to continue the item to the next council meeting so the highway district could be present. Staff was asked to coordinate with ACHD and to return with a recommended path forward.

City parks staff and the Plimmer family presented the project to council, saying the family and community donors have raised about $185,000 toward the equipment and that the Blue Cross of Idaho Foundation awarded a $28,000 grant that the city will apply to the work. Parks staff requested the $145,000 amendment to bridge the remaining gap between those funds and the total project cost.

The project would place Ninja Warrior equipment and artificial turf in Discovery Park’s recently completed teen area, near existing playgrounds and sports facilities. Parks staff said the equipment is low maintenance and durable and that several contractor groups have expressed interest in donating labor or in-kind services; staff said those donations are not guaranteed and the amendment will ensure the project can proceed if volunteer work does not materialize.

“Eva’s father is a contractor that could possibly do the excavation, and we have a landscape company that could do some ground repair,” said Mike Barton of the parks department. “It’s our hope we won’t use the entire amount, but if it doesn’t pan out, we have it and can execute the project.”

Council members praised the fundraising and community support. Councilman Cavanagh thanked the Blue Cross Foundation and city staff for quickly mobilizing around the proposal. Council member comments emphasized the course’s appeal to “tweens” and to a wide range of ages.

The council made the amendment by voice vote after a motion to approve the fiscal-year 2025 budget amendment in the amount of $145,000 for the Discovery Park Ninja Warrior Course. The amendment was adopted and staff said they would proceed with scheduling and contracting steps.

The city will combine the grant, donations, potential donated services and the newly approved amendment to pay for the course; staff said construction will move forward once final contracting is complete.

Division Chief of EMS JD Hendrick described the incident: a motorcycle collided with a passenger car near Meridian Road and Chinden. The motorcyclist was ejected, was lying on the road and showed no pulse when bystanders arrived. An off-duty nurse, later identified as Pam Garcia, started CPR and continued life-saving measures until fire department paramedics arrived.

“Thanks to her quick actions upon arrival, the fire-department paramedics determined the patient was breathing normally and was starting to wake up,” Hendrick told the council. The injured rider was transported urgently to St. Alphonsus Medical Center, underwent weeks of rehabilitation and multiple surgeries and was discharged home, staff said.

Chief Wu and other councilmembers praised Garcia. “Your actions, courage and dedication saved a life. Congratulations,” Division Chief Hendrick said as he presented the award. Garcia accepted the honor modestly, saying she believed others in the room would have acted similarly.

The ceremony recognized the role a trained bystander can play during critical seconds before emergency crews arrive and served as a public acknowledgment of the city’s gratitude for civilian life-saving actions.

CHK Architects and the landowner described design choices intended to minimize impacts on the multifamily units, including lowering the building profile relative to nearby retail and adding five full-size linden trees and other landscape screening. The developer and the adjacent owner said they have coordinated during construction of the townhomes and that the owner had previously relied on the developer for stormwater and other services during the townhome build-out.

A nearby resident who owns one of the townhomes spoke at the hearing and asked the council to retain the larger buffer, saying the area is already tight and that residents were concerned about losing green space.

Council approved the buffer reduction after hearing staff’s explanation and testimony from the applicant and neighbors. Staff said the city is processing a code amendment that would allow buildings to encroach in buffer areas if the abutting owner consents; in the interim, the director has determined a building may encroach when council grants a reduced buffer and consent from adjacent owners is obtained.
