In a recent Planning Commission special meeting held on January 30, 2025, in West Sacramento, significant discussions centered around the proposed Liberty Specific Plan, which aims to develop a substantial 342-acre site owned by the Pay family. This project is poised to add a considerable number of residential units and community amenities to the area, addressing the growing housing demands in the region.
The Liberty Project is designed to include a total of 5,903 residential units, comprising 934 detached single-family homes, 209 single-family homes, and 360 multifamily units. Additionally, the plan outlines the construction of 10,000 square feet of commercial space, 13,500 square feet dedicated to community recreation, and 50 acres of parks and green belts. The project also includes 25 acres for quasi-public park uses and 98 acres allocated for public right-of-way.

The meeting highlighted the importance of coordinating with local stakeholders, including Prell Estates, to refine the project based on community feedback received during previous meetings. The commission has been actively engaging with the public, gathering input since a workshop held in June 2024, which set the stage for ongoing discussions.
The commission's agenda included a review of the subdivision map, which is crucial for the project's approval process. This map, along with recommendations for zoning code amendments and updates to the general plan, will be forwarded to the city council for final approval. The meeting also addressed the necessary environmental reviews, including the certification of the Environmental Impact Report (EIR), which is a critical step in ensuring that the project meets regulatory standards.
As the commission continues to refine the Liberty Specific Plan, the discussions reflect a broader commitment to balancing development with community needs. The anticipated outcomes of this project could significantly impact housing availability and community infrastructure in West Sacramento, making it a focal point for future growth in the region. The next steps will involve further public engagement and the finalization of the project details before moving forward to the city council for consideration.
