Planning director Joan Leveau, who led the presentation, told attendees the goals were to identify “what’s the best use for the building, what should be the use of the second floor,” and to document input on accessibility, hazardous materials and preservation needs. “There’s mold, there’s lead paint that would need to be remediated as well as asbestos,” Leveau said, listing the known deficiencies in the older portions of the structure.

The workshop gave staff and the public an opportunity to weigh immediate, low-to-moderate-cost repairs against a previously proposed larger expansion. Several speakers reminded the council that the earlier plan called for an addition that had been estimated at roughly $19,000,000; developers’ and consultants’ cost estimates presented in prior years remain part of the record but were questioned in the meeting as high.

Participants and outside experts urged a two-track approach: patch and stabilize the existing facility for near-term use while commissioning a needs assessment and space study for a long-term solution. “The study that was done or the cost analysis that was done from the addition and and the repairs contains all the information that we need,” said Greg Julius (resident). Technical testimony at the workshop underscored the scope of work required for a comprehensive renovation. Ron, a building official who said he had not yet toured the site, advised that elevator and accessibility requirements depend on how much work is done to the second floor and whether the public will need access. Architect Mike McDonald cautioned: “A historic designation does not exempt you from the building code if you’re gonna spend any money on building,” and recommended budgeting at a substantially higher per-square-foot cost for full renovation. Commercial appraiser and attorney Mike Polk and other local real-estate speakers said market demand for a retrofitted office building is limited and advised caution about expectations for private-market re-use.

The immediate work the council signaled it would pursue included replacing or repairing the roof, addressing mold/lead/asbestos hotspots, and making modest ADA and audio-visual upgrades so council meetings could return to the historic chamber. Dozens of residents urged rapid action so meetings would stop rotating among off-site venues; others said a careful needs assessment should proceed in parallel to avoid repeatedly spending on short-term fixes. Several residents proposed approaching Charlotte County about using the county courthouse or other county-owned space as an interim or permanent location.

Council direction was procedural rather than a formal vote: staff was asked to gather written comments from the public, refine repair cost estimates for the 1978 portion and roof, help small local contractors register with procurement, and report back at a future council meeting with recommended immediate repairs and a proposed scope for a separate long-term needs assessment. Joan Leveau said staff will accept written input and that public comments and the meeting recording will be used to compile a recommendations packet.

Items discussed but not decided included: selling the historic building with preservation covenants; retaining the facade and rebuilding behind it; consolidating city functions at a new site; negotiating with Charlotte County for use or acquisition of courthouse space; and declaring nearby blighted parcels for redevelopment. No ordinance, contract award or formal appropriation was approved at the workshop.
