The abandonment ordinance (2024-46) removes abandonment from a graduated cruelty schedule and sets a flat minimum penalty of $1,000 for abandonment. Council members and advocates said the higher minimum is intended as a deterrent and a public statement that the city takes abandonment seriously. \"When you abandon a dog, you abandon it... That's why the $1,000,\" Councilwoman Victoria Seaman said when moving the measure forward.

Rescue and shelter leaders described the fiscal and operational strain caused by abandoned and hoarded animals. \"The fiscal impact of this, not only with our city shelters that is in over is completely overrun... $1,000 for someone that abandons an [animal] still doesn't seem enough to me,\" Deborah Mitchell of Community Cat Angels said. Laurie Herron, executive director of Nevada SPCA, said the shelter system took nearly 1,500 owner surrenders last year and witnessed cases of animals dumped in carriers, totes and pillowcases in extreme heat.

Staff told the committee DPS expects roughly 10 businesses licensed to sell animals within city limits will submit the quarterly reports and that administrative staff will review submissions to identify compliance issues; audits can be triggered if reports are missing. \"If they have not given us anything, we start reaching out to them... it can be random or it can be actually on the quarter,\" Tovar said. Tovar said enforcement can range from administrative follow-up to civil citations and, for egregious cases, criminal action involving marshals or Metro when warrants or greater law-enforcement support are needed.
