Monroe County set to adopt comprehensive zoning overhaul after 28 years

Monroe County is set to overhaul its zoning regulations with the adoption of a new Comprehensive Development Ordinance (CDO) during the December 18, 2024, commissioners meeting. This significant update, the first in nearly 28 years, aims to streamline zoning processes and enhance public accessibility to zoning information.

The CDO will replace the existing zoning ordinance and subdivision control ordinance, introducing a new zoning map that will be integrated into the county's Geographic Information System (GIS). This modernization effort is designed to simplify the zoning landscape, reducing the number of zones from 372 to just 174 and consolidating various zoning categories into 16 distinct zones.

Key features of the CDO include the introduction of user-friendly summary tables and hyperlinks, allowing residents to easily navigate the extensive 521-page document. These enhancements are expected to improve public understanding of zoning regulations, including permitted uses, setbacks, and lot sizes.

During the meeting, officials highlighted the importance of incorporating public feedback into the CDO. Several proposed amendments, such as adjustments to RV and boat storage regulations, will be considered for future updates. The commissioners emphasized that the adoption of the CDO will enable them to gather data on its impact, paving the way for informed amendments in the future.

The CDO also addresses subdivision processes, allowing for soil tests instead of requiring septic permits at the time of subdivision, providing greater flexibility for developers. Additionally, an inflation adjustment for public improvements in subdivisions aims to expedite project completions.

As Monroe County moves forward with this comprehensive update, officials are optimistic that the CDO will better reflect current needs and conditions, fostering responsible development and growth in the community. The anticipated rollout of the CDO is set for January 2025, marking a new chapter in the county's planning and development efforts.
