Palmetto Planning Board considers controversial asphalt plant amid community opposition

The Manatee County Planning Commission meeting on December 19, 2024, focused on a significant proposal to change the future land use designation of a parcel of land from industrial light to industrial heavy. The request, presented by Chris Kolb from Civil X Engineering, aims to convert the entire lot to heavy industrial use, which would allow for expanded operations, including the recycling of concrete for road base.

Kolb explained that the current operations are limited due to the split designation of the land, which restricts the site’s functionality. He noted that the area is predominantly industrial, surrounded by various manufacturing and storage facilities, with some residential properties located further away. The applicant emphasized that the proposed change would enable better site organization and efficiency in operations.

However, the proposal faced strong opposition from local residents. One resident, Glenn Giblena, voiced concerns about the potential negative impacts of heavy industrial activity, including noise, air pollution, and decreased quality of life for nearby residents. Giblena highlighted that the area contains residential neighborhoods within close proximity to the proposed site, arguing that heavy manufacturing should not be located near homes.

The meeting included a call for citizen comments, where residents expressed their fears regarding the long-term implications of the proposed asphalt plant and the need for the Planning Commission to prioritize community health and safety. Giblena urged the commission to provide clear explanations for their voting decisions, especially if they choose to approve the project despite public opposition.
