The Lakeville Conservation Commission convened on August 13, 2024, to discuss a Notice of Intent filed by Floyd Andrews of JH Taylor Realty Corp. The proposal involves grading and drainage improvements for a parking lot located at 160 Bedford Street. The meeting, held at the Lakeville police station, highlighted concerns regarding existing environmental impacts and compliance with the Wetlands Protection Act.
Scott Reed from Firearm Engineering presented the project, which aims to replace the current crushed asphalt surface while implementing stormwater management systems, including a wet pond and a spreader trench designed to handle runoff. Reed asserted that the project would reduce runoff at all design points, addressing previous drainage issues reported by neighboring properties.
However, the commission raised significant concerns about an enforcement order related to prior damage to the site and the lack of a current Abbreviated Notice of Resource Area Delineation (ANRAD). Members expressed apprehension over potential contamination from vehicles parked on the lot, particularly regarding hydrocarbons and other pollutants. They emphasized the need for a comprehensive plan to remediate any environmental damage before proceeding with the proposed improvements.
The commission decided to continue the hearing until August 27, 2024, urging the applicant to provide a detailed response regarding the enforcement order and to consider soil testing to assess any contamination. The board expressed a desire for timely action, indicating that they would not tolerate prolonged delays in addressing the environmental concerns associated with the site.
