In a recent government meeting, officials highlighted significant developments in housing assistance programs aimed at supporting vulnerable populations, particularly chronically homeless veterans. The Tempe Housing Authority announced the receipt of an additional 20 Veterans Affairs Supportive Housing (VASH) vouchers, increasing its capacity to assist this challenging demographic. With these new allocations, the authority can now support a total of 1,253 households.
The meeting also revealed that the Tempe Housing Authority is currently managing 1,119 vouchers, with a leasing rate of 96%. This marks a notable improvement from previous years, where leasing levels were as low as 74%. However, the authority is facing financial challenges, as it is projected to exceed its budget authority. Tempe's estimated budget for 2024 is over $14 million, yet expenditures have already reached approximately $17 million, indicating a shortfall situation.
Statewide, Arizona housing authorities are experiencing similar issues, with nearly 23,000 individuals and families utilizing housing vouchers. The average cost per unit in Tempe stands at $1,369, significantly higher than the state average of $1,100. This increase in costs is attributed to the tight housing market, which has driven up rental prices.
Officials noted that while the Tempe Housing Authority is outperforming the national average in leasing rates, the financial sustainability of the program is at risk. The authority's utilization rate is currently at 120.5%, and without additional funding or adjustments, it may run out of resources to cover housing assistance payments by November.
The meeting underscored the importance of ongoing support for housing programs, particularly as demand continues to rise amid challenging economic conditions. The authority is also encouraging voucher recipients to participate in family self-sufficiency programs, which aim to enhance earned income and reduce reliance on welfare assistance. Currently, 60 individuals are enrolled in this program, with an additional 40 on the waitlist.
