In a recent city council meeting, officials discussed a site plan revision for a masonry wall at Ryan Wayne Salon, located at 450 Harwood Road. The original plan called for a single-layer brick wall, but the business owner requested an amendment to use a single-sided split face CMU product instead. This change raised concerns among residents and city officials regarding compliance with the previously approved site plan.
The Planning and Zoning (PNZ) Commission reviewed the request and approved it with a four-to-one vote, emphasizing the wall's durability compared to the original brick design. The decorative side of the wall will face residential properties, while the smooth side will face the commercial area, addressing community concerns about aesthetics.
Joseph Hughes, one of the property owners, expressed the urgency of the approval, noting that the wall's construction had already begun, and the materials were non-returnable, costing the business approximately $200,000. He assured the council that the wall would blend seamlessly with the surroundings and would not detract from the neighborhood's appearance.
The council unanimously approved the site plan revision, allowing construction to proceed with the expectation that the wall will be completed within a week.
Additionally, the council reviewed and adopted the city's investment policy, ensuring compliance with the Public Funds Investment Act. The policy focuses on safety, liquidity, and diversification of public funds, with no changes made from the previous year. The council also authorized the city manager to enter into a performance contract for the implementation of an automatic metering infrastructure system, further enhancing city operations.
