In a recent government meeting, the Winchester City Council discussed a proposal for a conditional use permit (CUP) submitted by Hazel and Associates LLC. The request involves converting a former church property located at 302-308 North Braddock Street into a mixed-use development featuring 16 market-rate apartments and four extended-stay lodging units. The project requires CUP approval due to the residential conversion of ground floor spaces and the extended-stay lodging, both of which are conditional uses in the central business district.
David Livingston, the architect representing the project, outlined the development plans, which include apartments primarily situated in the school building wing connected to the church sanctuary. Notably, 12 of the 16 apartments will be located on the basement or first floor, necessitating the CUP. The design incorporates frosted glass windows for basement-level units to maintain the building's historic character while allowing natural light.
The proposed site plan also emphasizes green space, aiming for approximately 30% green area, which aligns with zoning requirements. The development is parking exempt, providing nine on-site parking spaces, with additional public parking available nearby.
Council members expressed support for the project, highlighting the need for more residential options in the area and the adaptive reuse of the church building. Concerns were raised regarding the potential for future entertainment uses within the residential area, but it was clarified that any such plans would require a separate CUP.
The Planning Commission had previously reviewed and unanimously recommended the proposal to the City Council. Following discussions, the council voted to forward the CUP application for approval, marking a significant step toward revitalizing the historic property while addressing local housing needs.
