City officials reported that the city has incurred $14.1 million in debt for stormwater management, secured at a favorable interest rate of approximately 1.7% over 20 years. This debt was strategically utilized to fund the first phase of a stormwater project, which was completed within a year, demonstrating effective planning by the city council. However, additional stormwater needs remain unaddressed, as these costs were not included in the current financial plan.

The council also addressed parking restrictions in the 4100 to 4400 blocks of Amherst, which were temporarily implemented to accommodate residents during construction. Public Works Director Keegan Latrell presented survey results indicating strong support from residents for maintaining a resident-only parking district in the 4300 to 4400 blocks, with 31 out of 40 properties in favor. Latrell proposed to keep the resident-only parking in place while recommending the removal of a soft closure on Loma Alto and Amherst, which had been implemented to reduce cut-through traffic. Residents voiced concerns about increased traffic in their neighborhoods due to the closure, prompting the need for further study to assess traffic patterns and potential solutions.
