The landscaping plan submitted by the applicant meets the necessary requirements, and the outdoor storage area will be screened on three sides by six-foot concrete walls, ensuring minimal visibility from neighboring properties. The commission noted that the project complies with specific use standards and has received input from relevant agencies regarding public health and safety.
However, the project does face some regulatory hurdles. The Ada County Highway District has mandated a permit for a new driveway approach, while Central District Health requires accessory use authorization. Additionally, the county engineer has outlined several conditions to ensure compliance with local codes, particularly concerning drive aisles.
The contractor's yard is permitted for a maximum of five years or until the property is annexed into a city, whichever comes first. Staff recommended approval of the application, contingent upon several conditions, including the prohibition of any structures associated with the yard and the removal of a requirement for ADA-compliant parking spaces, given the yard's limited public access.
