The project includes various components such as single-family homes, a park and ride facility, and the Carver Crossings parcel.
The development process has been complicated not only by the need for diverse funding sources but also by stringent compliance requirements post-construction. Each project, Carver Place and Carver Oaks, will undergo individual audits that will contribute to the overall audit of the Community Development Agency (CDA).
A notable aspect of the project has been the supportive relationship with the Carver city council, which implemented a water and sewer trunk fee waiver program. This initiative, similar to one previously adopted by Waconia, played a crucial role in securing funding for the development.
Additionally, discussions touched on the CDA's budget and the board's opposition to proposed levy increases of 18% and 21%, indicating ongoing financial considerations as the project progresses.
