In a recent meeting, Avon officials discussed the ongoing development of a neighborhood retail project that includes a 24-hour gas station and convenience store, specifically a Wawa. The project has faced scrutiny from residents and planning staff, but proponents argue it aligns with existing zoning regulations and community needs.
Avon designated six locations as neighborhood retail in 2017, with two remaining clusters on County Road 100 and Avon Avenue. The area is zoned C-2, which permits a variety of commercial uses, including gas stations. Advocates for the Wawa project highlighted that similar businesses already operate in the vicinity, including a 24-hour gas station located near residential homes and a church.
Concerns raised during the meeting included traffic impact, late-night operations, and waste management. However, a traffic study conducted in late 2023 and revised in early 2024 indicated no significant traffic issues related to the project. Avon’s planning engineering team and third-party consultants did not contest the findings of the study.
Proponents also addressed concerns about late-night operations by noting that numerous 24-hour businesses would be permissible under C-1 zoning. They assured that the Wawa would comply with all lighting requirements set by Avon. Additionally, they argued that the waste generated by Wawa would not differ significantly from that of other businesses in the area.
The Avon Town Council recently approved a Unified Development Ordinance amendment that facilitates the establishment of gasoline service stations, further supporting the Wawa project. The developers have made efforts to mitigate concerns, including reducing lot coverage to 18%—well below the 50% maximum allowed—and implementing traffic improvements such as deacceleration lanes.
To address residential concerns, the developers collaborated with local residents to create a plan that includes screening measures to minimize light intrusion and enhance privacy. This engagement reportedly shifted some residents' opinions from opposition to support for the project.
As the project moves forward, it remains to be seen how it will impact the local community and whether it will meet the expectations set by both the developers and the residents.
