Despite some positive revenue trends, such as increases in most tax revenues except for gas utility taxes, the city anticipates a general fund loss of $9.4 million for 2023, following a $4 million loss in 2022. The report indicated that while transportation benefit fees have risen due to a fee increase, the motor vehicle fuel tax is projected to fall short of budget expectations.

The council members expressed appreciation for the thoroughness of the report but acknowledged the ongoing financial difficulties. Concerns were raised about the city's ability to manage expenditures, particularly in salaries and benefits, which are projected to exceed the budget by $2.1 million.

In a separate discussion, the council addressed the potential annexation of 48 parcels currently unincorporated but bearing Edmonds addresses. Acting Planning Manager Clugston emphasized the need for policy backing in the comprehensive plan to support such an annexation, noting the significant costs associated with bringing these parcels up to city standards, including sewer and sidewalk installations. The council ultimately voted against proceeding with the annexation, citing financial constraints and the need for further community engagement.
