During a recent city council meeting, significant discussions centered on a proposed residential development project that aims to enhance affordable housing and improve local infrastructure. The applicant, represented by Neil Ghosh from the Morningstar Law Group, presented a revised plan that includes extending the affordability period for income-restricted units from 20 to 30 years, a change that was not reflected in the initial development plan.
The project, which encompasses 29 acres, has undergone scrutiny regarding its alignment with the city’s comprehensive plan, particularly in relation to its designation as a transit opportunity area (TOA). Council members expressed concerns about the lack of non-residential uses in the proposal, emphasizing the need for a mixed-use development that aligns with the city’s vision for transit-oriented growth. Ghosh clarified that while the current proposal focuses on residential units, there is potential for future development of non-residential spaces once the road alignment issues are resolved.
The council also discussed the realignment of a north-south collector road, which was influenced by the removal of a planned light rail corridor. This realignment is expected to facilitate better connectivity and development opportunities in the area. Ghosh noted that the new road alignment would allow for a more contiguous block of land, enhancing the project’s viability.
In addition to the affordability commitments, the applicant proposed sustainability measures, including the installation of electric vehicle (EV) charging stations and the creation of a pollinator garden as part of the active open space. These commitments were seen as steps toward sustainable development in Durham.
Despite the planning commission's recommendation for approval, which passed with an 8-5 vote, several council members voiced hesitations regarding the project’s alignment with the comprehensive plan and the need for more diverse land use. The council acknowledged the incremental progress being made in development practices, with some members advocating for a cautious approach to ensure that future projects meet the city’s evolving needs.
The meeting concluded with a recognition of the applicant's efforts to address previous concerns, with several council members indicating their support for the project while emphasizing the importance of ongoing dialogue about future developments in the area.
