In a recent government meeting, significant discussions centered around zoning changes and development plans for various properties. The meeting began with a review of a request from Cole Newton to rezone properties located between East 13th and East 14th streets. The proposal seeks to change the zoning from Light Industrial Special District (SDLI) to a General Urban Character District (CD four), which aligns with the city’s future land use plan for an urban village. The applicant's concept plan includes the development of ten townhomes on the southern portion of the property, while the northern section will retain existing structures, which may become nonconforming if the rezoning is approved.
During the discussion, it was noted that pending zoning text amendments could require a buffer for the CD four property, particularly as it borders single-family residential areas. Newton confirmed awareness of these potential changes and expressed confidence in complying with the new requirements. The motion to approve the rezoning was unanimously passed by the council.
The meeting also addressed a request from Emily Zeller for a mixed-use preliminary Planned Unit Development (PUD) master plan at the Villages at Carter's Creek. Zeller requested a deferral due to scheduling conflicts, which was granted, and the item will be revisited in September.
Additionally, Gray Harrison presented a preliminary PUD master plan for the Honey Farm subdivision, proposing 174 townhomes and nine open space lots. This development falls under the new zoning code, and the applicant is seeking several deviations from the base zoning requirements. The council is expected to review this request in future meetings as the planning process continues.
