Organized retail crime has emerged as a significant threat to public safety and the economy in California, prompting state officials to take decisive action. During a recent government meeting, California Highway Patrol (CHP) officials highlighted the alarming rise in sophisticated retail theft operations, which have severely impacted businesses and communities alike.

Since the establishment of the organized retail crime task force, the CHP has reported remarkable progress, recovering over $45 million in stolen merchandise and apprehending nearly 3,000 individuals involved in these crimes since 2019. The task force, which collaborates with the Department of Justice and various retail partners, has dismantled several large-scale criminal operations across the state.

Assembly Member Mark Berman emphasized the urgency of addressing the issue, noting that San Mateo County experienced a staggering 53% increase in shoplifting rates between 2019 and 2022. He introduced Assembly Bill 3209, which aims to create a retail crime restraining order to combat theft and vandalism against employees, providing law enforcement with a crucial tool to tackle organized retail crime.

Senator Nancy Skinner reinforced the need for targeted legislative measures, distinguishing organized retail theft from petty shoplifting. She outlined several bills aimed at closing loopholes and imposing stricter penalties on large-scale theft operations. These include measures to prevent the sale of stolen goods online and to enhance penalties for those who engage in violent theft.

Industry representatives, including Ron Fong of the California Grocers Association and Rachel Michelin of the California Retailers Association, expressed their support for the new legislative package. They highlighted the critical role grocery stores play in communities and the pressing need for effective policies to ensure the safety of employees and customers while maintaining business viability.
