Speaker Nag Jiswal highlighted disparities in tax rates between the north and south sides of Naperville, advocating for a division of the city council into north and south zones. Jiswal pointed out that residents on the south side face higher tax rates, which he attributed to historical planning decisions that have favored business development in the north. He called for the council to address these inequities and consider redistricting to improve representation for the growing population in the south.

In response to Jiswal's concerns, Councilman White sought an update on the city’s ongoing efforts related to utility planning, specifically regarding the potential hiring of a consultant to evaluate options for improving services. Electric Utility Director Brian Grothe indicated that staff are currently assessing various options and expect to present their findings soon.
