The project aims to address these issues by upgrading sidewalks and pedestrian ramps that are currently in poor or noncompliant condition, ensuring they meet ADA standards.
One of the primary safety enhancements discussed involves modifying the right-turn lanes from Louisiana Avenue onto Highway 394. These high-speed turns will be adjusted to slow down traffic, thereby improving safety for pedestrians and cyclists traveling parallel to vehicle traffic. The city council has emphasized the need for an all-ages and all-abilities bikeway, although officials noted that the existing bridge, built in 1991, lacks the space to accommodate a separated bicycle facility.
Despite the desire for enhanced bicycle infrastructure, MnDOT currently has no plans to reconstruct the bridge, which limits the options for integrating a dedicated bike lane. Instead, the focus will be on eliminating free right turns to tighten the intersection and improve pedestrian crossings. Sidewalks will be maintained on both sides of Louisiana Avenue, contributing to a safer environment for all users.
