Since 2022, the Oregon Health Authority (OHA) has been responsible for licensing and regulating businesses involved in the preparation, administration, and integration of psilocybin products. These services are strictly controlled, requiring that psilocybin products be cultivated by licensed manufacturers and tested by accredited laboratories.
Under the current regulations, psilocybin can only be administered to clients at licensed service centers, where they must remain for the duration of the session. Unlike marijuana, which can be purchased and taken off-site, psilocybin use must be supervised by a licensed facilitator within the service center. Clients must be at least 21 years old to participate, but they do not need a prescription or medical referral, nor do they have to be residents of Oregon.
In 2022, the city council implemented a temporary moratorium on psilocybin services, set to expire at the end of this year. This decision was made due to the lack of guidance and regulations from the state, which left many cities uncertain about how to proceed with the new law. The moratorium was ratified by voters, allowing time for further clarification from the OHA. As the deadline approaches, stakeholders are anticipating the forthcoming guidance that will shape the future of psilocybin services in Oregon.
