In a recent government meeting, the Wylie City Council held a public hearing to discuss a proposed zoning change that would allow for a cigar lounge at 100 North Ballard Avenue, located in the downtown historic district. The applicant, Jose Hernandez, is seeking a special use permit (SUP) to operate the establishment, which will feature hand-rolled cigars, charcuterie-style food, and craft cocktails.

The proposal has garnered mixed reactions from the community. Out of 27 notifications sent to property owners within a 200-foot radius, three were in favor while five opposed the application. Additionally, feedback from outside the notification area included one supportive response and ten objections. Concerns were raised about the establishment's compatibility with the family-friendly nature of downtown Wylie. Despite this, the Planning and Zoning Commission voted 4-1 in favor of the proposal, recommending that the smoking establishment be limited to cigars only, prohibiting vapes and cigarettes.

Hernandez, who emigrated from Cuba and has a background in tobacco cultivation, expressed his desire to share his craft with the Wylie community. He emphasized that his lounge would not be a typical cigar shop but rather a venue for enjoying artisanal cigars that he personally hand-rolls. His associate, Robert Alvarez, highlighted the potential economic benefits of the lounge, suggesting it would attract visitors and enhance the downtown area's appeal.

The council noted that due to the opposition from 20% of the property owners within the notification area, a supermajority vote would be required for the application to pass. Hernandez and Alvarez presented their case, showcasing the unique offerings of the lounge and the high-quality experience they aim to provide.

The council's decision on the special use permit will determine the future of this proposed cigar lounge, which Hernandez hopes will become a cherished part of the Wylie community.
