In a significant move to address the deteriorating conditions of public schools in Guam, Governor Hafeda has declared a state of emergency for the Guam Department of Education (GDOE). This declaration, made on August 7, 2024, highlights the urgent need for repairs and renovations in many schools, which are currently at risk of failing health inspections necessary for the upcoming school year.
The governor's message emphasized that while some schools could benefit from immediate maintenance efforts, others require extensive structural renovations. The ongoing issues within GDOE have created considerable anxiety among students, families, and staff, stemming from long-standing staffing and administrative challenges that have hindered the agency's ability to maintain school facilities.
Governor Hafeda pointed out that despite the dedication of GDOE personnel, the current system is failing to meet the needs of the schools. He referenced historical legislative changes that shifted authority over public schools from the governor to the legislature in 1986, but noted that the legislature could delegate this authority back to the governor if deemed necessary.
To facilitate immediate action, the governor has proposed legislation that would restore his authority over GDOE for the remainder of his term. He expressed confidence that the challenges facing the education system are solvable and emphasized the importance of establishing clear responsibility for public school governance.
In light of these developments, a special legislative session has been called for August 9, 2024, at 10:00 a.m. in the Guam Congress building, where lawmakers will consider the proposed legislation aimed at addressing the pressing issues within the education system. This session will be designated as the 37th Guam Legislature.
