Hanson's property spans 0.88 acres and features approximately 200 feet of Lake Superior shoreline. The addition, which measures 157 square feet, was constructed in 2022 without the necessary land use permit. The property is classified within a single-family residential zone, where newly created lots must be at least one acre in size and 200 feet wide.
During the meeting, it was clarified that the property has been under Hanson’s ownership longer than previously stated, with corrections provided regarding the property’s deed history. The site is characterized by unique geological features, primarily composed of fragmented rock with minimal soil, which complicates vegetation growth.
Hanson is also in discussions with the Minnesota Department of Transportation (MNDOT) to acquire additional land to address an encroachment issue with the boathouse and to facilitate a new septic treatment area, as the current system is nonconforming. The proposed addition complies with impervious surface coverage requirements, and no written objections were received from neighboring property owners during the notification period.
The staff report indicated that the variance aligns with the goals of the Cook County comprehensive land use guide and does not pose a safety risk to the public, as the addition is not visible from the highway. The board is considering the request, with recommendations for conditions that include compliance with state septic regulations and the submission of an after-the-fact land use permit.
The meeting concluded with an invitation for public comment, allowing Hanson to address the board directly regarding her request.
