The incidents reportedly occurred during a trip to recruiter orientation training at the Training Center in Cape May, New Jersey, from November 28 to December 2, 2022.
The complainant detailed a series of inappropriate comments made by Williams, including disturbing remarks about his arousal related to women urinating. During the training and while traveling, Williams allegedly expressed his desire to listen to the complainant while she used the restroom and questioned her about turning on the water during her bathroom visits.
The situation escalated during their return to their duty station when Williams reportedly attempted to steal the complainant's underwear from her suitcase. He allegedly confessed to contemplating the act while in her room with her roommate, stating he wanted to smell them.
