Residents of Tulare County are raising concerns over a newly constructed batting cage that has sparked significant noise complaints and disputes between neighbors. The issue came to light during a recent government meeting where a local resident detailed the escalating tensions with the owners of the property adjacent to theirs, where the batting cage was built.

The resident, who has lived in the area for over two decades, described the construction of the batting cage as a sudden and disruptive change to their previously quiet neighborhood. The batting cage, measuring approximately 18 by 30 feet, is situated just five feet from the resident's property line and within close proximity to their pool and spa area. The resident expressed frustration over the lack of a permit requirement for batting cages in residential zones, which has allowed the construction to proceed without regulatory oversight.

Since the batting cage's installation, the resident has reported excessive noise levels, often exceeding 80 decibels, particularly when the owners' children use metal bats. The noise has reportedly caused significant distress for the resident, who suffers from PTSD and has had to resort to anxiety medication due to the stress of the situation. The resident has contacted local law enforcement numerous times regarding the noise, but has found little resolution.

In response to the complaints, the property owners have made some adjustments, including installing a wood fence and black solar material to mitigate noise and light from the batting cage. However, the resident remains unconvinced that these measures are sufficient, arguing that the noise levels from the batting cage are more disruptive than music, which is subject to stricter noise ordinances.

The resident is advocating for the establishment of regulations regarding the placement and operation of batting cages in residential areas, including potential setbacks and sound studies to assess the impact on neighboring properties. The situation highlights a growing concern among residents about the implications of unregulated recreational structures in suburban neighborhoods, as well as the need for clearer guidelines to address noise and nuisance complaints.
