The Clay County Planning Commission convened recently to discuss several key agenda items, including the approval of minutes from a previous meeting and a public hearing regarding a home occupation permit for a crane business.
The meeting began with a roll call and the approval of the agenda, followed by the acceptance of minutes from July 16, 2024. No citizens expressed concerns or comments on non-agenda items, leading the commission to proceed to public hearings.
The primary focus of the public hearing was a request from Todd and Tracy Breidenbach for an interim use home occupation permit for their crane service business located at 7000 3100 10th Avenue South in Sabin, Minnesota. The property spans approximately eight acres and includes a residence, a detached garage, and two large pole buildings. The Breidenbachs currently employ nine individuals and operate their business from existing structures on the property.
Planning staff presented the case, highlighting that the business aligns with Clay County's goals to enhance economic opportunities while maintaining the area's rural character. The commission noted that the crane service does not require hazardous chemical storage and complies with local regulations, including the need to register a large fuel tank with the pollution control agency.
During the hearing, no objections were raised from Elmwood Township or the city of Moorhead regarding the business's operations. The commission discussed various factors, including the potential impact on surrounding properties, traffic conditions, and compatibility with existing land uses.
After deliberation, the commission moved to close the public hearing and began reviewing the findings and facts related to the permit request. The discussions emphasized the importance of ensuring that the proposed use would not negatively affect the health, safety, or general welfare of the surrounding community.
The commission's decision will ultimately reflect their commitment to balancing economic development with the preservation of Clay County's rural landscape. Further actions regarding the permit will be determined in subsequent meetings.
