Councilmember Carlucci expressed concerns regarding the process of issuing a Request for Proposals (RFP) for the site, particularly in light of an unsolicited bid from a developer, Cross Regions. He argued that it would be unfair to proceed with an RFP without first evaluating the unsolicited proposal, especially since Cross Regions has been in discussions with DIA for several months. Carlucci emphasized the importance of treating developers fairly and suggested that the board should either approve or reject the unsolicited bid before considering an RFP.
DIA officials acknowledged the ongoing conversations with Cross Regions and noted that while there has been interest from multiple parties, no formal bid has been submitted. They reiterated the necessity of adhering to city ordinances, which require a 30-day notice for any disposition of city property.
