However, the subsequent motion to approve the fiscal years 2027 through 2031 Capital Improvement Program and the long-range master plan for 2026 to 2035 faced significant opposition. Despite attempts to clarify the motions and their implications, the proposal failed with a vote of 3-4.
Concerns were raised regarding the voting procedure, with some members expressing confusion over the rapid pace of the meeting and the implications of not submitting the necessary documents to the state by the October 4 deadline. It was emphasized that while the initial submission could proceed with the approved FY 2026 budget, the longer-term plans must also be approved to ensure compliance with state requirements.
The meeting highlighted the urgency of finalizing budgetary decisions, as amendments to the approved plans must be submitted by November 30. The discussions underscored the importance of clear communication and procedural transparency in the decision-making process.
