The proposal seeks to rezone two half-acre parcels located at the intersection of Lafayette Avenue and Paz Garcia Court from a D2L (medium density residential) zone to a C2 (commercial) zone.
The proposed clinic aims to address the growing healthcare needs of the Mesquite community, which has seen a population increase of approximately 25% since 2010, rising from 2,544 to 3,300 residents. The clinic is intended to provide essential health services to underserved areas, including Vado and Barino.
During the meeting, staff presented a detailed analysis of the zoning change, highlighting the need for healthcare facilities in the region and the compatibility of the proposed clinic with surrounding land uses. The site plan indicates that the main access to the clinic will be from Lafayette Avenue, with an additional entrance from Paz Garcia Court. The clinic's operational hours are proposed to be from 7 AM to 7 PM, Monday through Friday.
Concerns regarding drainage were raised, as a 40-foot drainage easement runs through the property. The applicant will need to work with the county flood agency to address drainage management and ensure that existing water flow is not impeded. The commission emphasized that any changes to the drainage plan must be supported by a technical analysis from an engineer.
The commission ultimately recommended approval of the zoning change, contingent upon the applicant submitting a replat to combine the two parcels and addressing the drainage easement issue.
