The proposal seeks to establish a 12,000 square foot hoop-style commercial greenhouse on a 40.58-acre property located at 27 Goldway Court, Stanley. The facility aims to cultivate cannabis, allowing for the growth of up to 400 plants, and includes plans for two 160 square foot storage containers, two 200-gallon mixing tanks, and a 600 square foot office trailer.
The property is situated within a residential estate zoning district, where the establishment of a commercial greenhouse is classified as a conditional use. The applicant has already secured a New Mexico cannabis producer license and is required to comply with regulations set forth by the New Mexico Regulation and Licensing Department, which includes provisions for access, security, and monitoring.
During the meeting, concerns were raised by two local residents opposing the project. One individual expressed worries about potential impacts on water consumption, while another cited fears regarding property values, safety, and security, particularly related to lighting on the property. These testimonies were documented in the meeting minutes.
Despite the opposition, the hearing officer recommended approval of the CUP, citing that the proposed use aligns with existing zoning regulations and will not adversely affect neighboring properties. Staff members also supported the application, affirming that it meets the necessary design standards and conditional use criteria outlined in the Sustainable Land Development Code.
The Planning Commission is expected to deliberate further on the application and may impose specific conditions should they recommend approval of the CUP.
