The shelter has seen an increase in adoptions attributed to promotional initiatives aimed at city employees and military veterans, as well as adoption events organized in collaboration with nonprofit partners. However, concerns were raised about the management of discounts and waivers at the point of sale. Although cashiers are instructed to seek managerial approval before applying discounts, the current system allows them to bypass this requirement, leading to a lack of formal documentation and oversight. The existing fee policy is also outdated, with discrepancies noted between the policy and the current ordinance—for instance, the fee for rabies vaccinations is listed as $15 in the policy but is $20 in the ordinance.

To address these issues, management has agreed to request an update to the ordinance to grant the director discretion in issuing discounts and waivers. They will also standardize the documentation process for these transactions and align the fee policy with the ordinance, with an implementation target set for December 1, 2024.

Another critical area of discussion was facility access. An audit revealed that access was not promptly terminated for several unrecognized individuals, including vendor representatives and contractors. Management has committed to reviewing the access roster monthly to ensure that unauthorized individuals are removed in a timely manner, with the first review scheduled for October 1.

The shelter's collaboration with nonprofit organizations, such as Friends of Rescue Animals and Operation Kindness, was highlighted as a valuable asset, providing over 11,000 hours of volunteer work and significant financial contributions. However, the lack of a formal Memorandum of Understanding (MOU) with these organizations was noted, which could clarify partnership objectives and responsibilities. Additionally, while volunteers are required to sign liability waivers, there is no formal policy outlining expected conduct and duties, which could enhance operational clarity and accountability.

Overall, the meeting underscored the need for improved management practices and formal agreements to enhance the effectiveness of the shelter's operations and partnerships.
