Polk County considers major impact fee increases amid growth concerns

In a recent public hearing, Polk County officials discussed significant amendments to the county's comprehensive impact fee ordinance, originally established in 2019. The proposed changes aim to update impact fees across various sectors, including emergency medical services, transportation, education, parks, and law enforcement, reflecting current infrastructure needs and legal requirements.

The meeting featured a presentation by Nielgun Camp from the consulting firm Banesha, who outlined the rationale behind the fee adjustments. The proposed increases are based on a consumption methodology, which charges new developments according to the infrastructure they utilize. For instance, the impact fee for single-family homes in the transportation zone is set to rise from approximately $13,400 to $22,300. Parks fees are also expected to see a dramatic increase, from around $400 to over $1,400, raising concerns among local builders and community members.

Several stakeholders voiced their opinions during the hearing. Mike Hickman, representing the Polk County Builders Association, cautioned against the proposed fee hikes, arguing that they could stifle growth and negatively impact small businesses within the construction industry. He urged the commission to consider a phased approach to implementing these fees, similar to previous adjustments made five years ago.

Eric Garduno, from the Bay Area Apartment Association, echoed these sentiments, highlighting that the proposed fees disproportionately affect multifamily units and do not comply with state law. He called for a recalibration of the data used to determine these fees, suggesting that the current calculations overestimate the number of residents per unit.

The discussion also touched on the historical context of impact fees in Polk County, with some commissioners recalling a time before such fees were implemented. They acknowledged the need for revenue to support infrastructure but expressed concerns about the potential economic repercussions of sudden, steep increases.

Ultimately, the commission debated various proposals, including a motion to phase in the new fees over three years. After extensive discussion, a modified plan was approved, which included a compromise on the parks fee, allowing for a more gradual implementation while still addressing the county's infrastructure needs.

The effective date for the new fees is set for January 1st, pending final approval, as the county navigates the balance between growth management and economic sustainability.
