During a recent government meeting, discussions centered on a proposal to rezone a 0.40-acre property located at 5924 Baseline Road from R2 single-family district to PCD planned commercial. The applicant seeks to recognize the property’s historical use as a convenience store with gas pumps and to allow three mobile canteen units to be permanently stationed there. The Planning Commission had previously voted in favor of the proposal, with a tally of 10 in favor, none against, and one member absent. However, city staff recommended denial of the request.
Concerns were raised by several board members regarding the congestion at the intersection of Baseline and Gyre Springs, where the property is situated. Director Adcock highlighted the safety risks posed by youth organizations collecting donations in the area, suggesting that the addition of food trucks would exacerbate traffic issues. He emphasized that the city’s food truck ordinance requires all food trucks to be removed from the property at night, raising doubts about compliance.
Director Ward echoed these concerns, noting the already congested nature of the intersection and the potential hazards of increased activity. Director Phillips sought clarification on whether the staff's recommendation against the proposal was influenced by the number of food trucks, to which staff confirmed that the congestion was the primary concern, regardless of whether it was one or three units.
The applicant defended the proposal, stating that the food trucks primarily serve customers who quickly grab food to go, asserting that their presence benefits both his business and the food truck operators. He expressed willingness to relocate the trucks if necessary.
The board is expected to deliberate further on the proposal, weighing the applicant's arguments against the safety and congestion concerns raised by city staff and board members.
