In a recent government meeting, officials discussed a proposal to rezone a 5-acre property from R2 to Planned Commercial Development (PCD). The applicant intends to maintain the primary use of the property as a single-family residence while incorporating several nonresidential activities.
The property, located within the city's extraterritorial zoning jurisdiction, will be accessed via a private 50-foot-wide easement from Garrison Road. The proposed nonresidential uses include a regenerative farm, vegetable and ornamental flower gardens, a greenhouse, livestock raising, and a studio kitchen. Additionally, the applicant plans to host educational agricultural field trips for public school students, community charity events, and culinary-themed gatherings.
Among the planned events are seasonal activities such as story time with Santa, Easter brunch, and intimate outdoor weddings, with a limit of 12 to 15 events per year. The applicant clarified that no restaurant will be constructed on-site; however, any food service will be managed by certified chefs or catering companies operating from certified retail establishments.
The proposed hours of operation are from 9 AM to 10 PM, adhering to the Pulaski County noise ordinance. The site will feature a grass-covered parking area with 81 spaces, designed to accommodate up to 200 guests at any event. The proposal has garnered support from staff, who believe the requested PCD zoning is reasonable and that existing parking is adequate for the intended uses.
